The NIF in Portugal for foreign nationals is one of the first numbers that may appear when a family starts organizing a move to the country. It may be needed to open a bank account, sign contracts, rent a home, handle work-related matters, access the Portuguese Tax Authority portal and organize part of a child’s school life. Although it is very important, the NIF is not an immigration document and does not replace a visa, a residence permit, a Social Security number or a healthcare user number.

When planning a move to Portugal, it is common to come across many acronyms at the same time: NIF, NISS, healthcare user number, residence permit, fiscal address and fiscal representative.

At first, everything may seem to belong to the same bureaucratic folder.

But each number has its own purpose.

Moving to a new country is not only about arriving at the airport. It also means learning how that country recognizes you within its systems.

The NIF, also known as the taxpayer number, is the number that identifies a person before the Portuguese Tax and Customs Authority, commonly known in Portugal as Finanças. It is used in fiscal, contractual and administrative situations that are part of everyday life.

What is the NIF in Portugal?

NIF stands for Número de Identificação Fiscal. In Portugal, it is also commonly known as the taxpayer number.

In simple terms, the NIF is the number that identifies a person before Finanças, the Portuguese Tax Authority. Through this number, a person becomes recognized within the Portuguese tax system for matters related to taxes, invoices, contracts, income, tax returns and other administrative obligations.

In everyday life, the NIF may be needed to buy goods or services, sign contracts and open bank accounts. For a family arriving in Portugal, this means it can appear in very practical moments: work, banking, renting a home, electricity, water, phone and internet services, healthcare expenses, school expenses, the Portuguese Tax Authority portal and other day-to-day processes.

It does not solve every bureaucratic step a family will face, but it is often one of the first administrative foundations of a new beginning.

Is the NIF like the CPF in Brazil?

For those coming from Brazil, the simplest comparison is to think of the NIF as something similar to the Brazilian CPF. It is not a perfect comparison, because each country has its own rules and systems, but it can help you understand the logic.

In Brazil, the CPF follows a person through fiscal, banking, contractual and administrative situations. The CPF number is unique and permanent, and it may be assigned to both Brazilian citizens and foreign nationals, according to the rules of the Brazilian Federal Revenue Service.

In Portugal, the NIF plays a similar role within the Portuguese tax system.

In a global context, it is close to the idea of a Tax Identification Number, a number used by different countries to identify taxpayers before the tax administration.

But there is one essential difference every immigrant family should keep in mind:

The NIF is fiscal.

The residence permit is immigration-related.

The NISS is connected to Social Security.

The healthcare user number is connected to the healthcare system.

When we arrive, everything may seem to belong to the same bureaucratic folder. But understanding the purpose of each number helps reduce confusion and prevents false expectations.

Tax Residente in Portugal: When are you considered one?

Before talking about the documents needed to apply for a NIF, it is important to understand the difference between tax residence and immigration status.

Immigration status is connected to the right to legally remain in Portugal, through a visa, residence permit or another applicable legal framework.

Tax residence is connected to how Portugal understands a person’s tax relationship with the country. In other words, a person may be in Portugal, may not yet have a residence permit issued, but may already have elements that show a tax connection to the country.

Under Portuguese tax law, a person may be considered a tax resident in Portugal when they remain in the country for more than 183 days, consecutive or non-consecutive, within any 12-month period that starts or ends in the relevant year. A person may also be considered a tax resident with less time in the country if they have a home in Portugal under conditions that suggest an intention to keep and occupy it as their habitual residence.

For this reason, the 183-day rule is very important, but it should not be read in isolation.

A family arriving in Portugal may not yet have spent 183 days in the country, but may already have a rental contract, work, an address, children enrolled in school or other elements that show an intention to remain. In situations like this, the analysis may require care.

It is also important to understand the other side of this distinction:

Tax residence may have tax consequences.

A residence permit remains connected to immigration status.

This distinction matters because many families confuse these topics at the beginning. The NIF helps with fiscal and administrative organization, but it does not, by itself, regularize someone’s stay in Portugal.

Required Documents to apply for a NIF in Portugal

The documents needed to apply for a NIF in Portugal may vary depending on the person’s situation and the stage of the move. Someone who is already in Portugal may have a different situation from someone who is still organizing their arrival or requesting the NIF through another person.

For this reason, before going to an office, booking an appointment or hiring any service, it is worth checking the updated guidance on gov.pt, the Portal das Finanças or directly with Finanças.

In general, the most common documents may include:

  • a passport or valid identification document;

  • a residence permit, when already available;

  • proof of address, when requested;

  • documents from the fiscal representative, when one is required;

  • a power of attorney or authorization, when the request is made by another person;

  • in the case of children, a passport, identification document or birth certificate.

This list can be used as a starting point to organize the documents, but it should not be seen as a fixed rule. In Portugal, the documents requested may vary depending on the service channel, the office handling the request and the family’s specific situation.

Where can you apply for a NIF in Portugal?

Since 2025, applications for the issuance of a NIF and requests to change the tax address for foreign nationals may be made through the Portal das Finanças or in person, with a prior appointment.

The tax address is the address associated with a person before Finanças. For those coming from Brazil, it may be useful to think of it as the fiscal address used for official communications from the Portuguese Tax Authority.

There are also situations in which the request may be handled by a legal representative, through e-balcão or in-person service. This figure should not automatically be confused with the fiscal representative.

For those who are still outside Portugal, gov.pt also provides guidance on the possibility of requesting a NIF at a consular post.

As procedures may change, it is always worth checking the official channels before going to an office, gathering documents or hiring any assistance.

When do you need a Fiscal Representative in Portugal?

One of the biggest questions about the NIF is the role of the representative.

Many people use the word “sponsor”, but this is not the most accurate term for this topic in Portugal.

What may exist is:

  • a fiscal representative;

  • a legal representative;

  • an attorney-in-fact or authorized representative.

These roles are not exactly the same.

A fiscal representative is a person or entity with tax residence or registered office in Portugal who is associated with the taxpayer before the Portuguese Tax Authority.

The appointment of a fiscal representative may be mandatory for Portuguese or foreign nationals with income subject to IRS, the Portuguese Personal Income Tax, in Portugal, who live outside the European Union, Norway, Iceland or Liechtenstein. It may also be required for foreign nationals who do not live in Portugal and want to apply for a NIF.

This means we should avoid absolute statements such as:

“Every foreign national needs a fiscal representative” or “No one needs a fiscal representative anymore.”

The need depends on the person’s tax situation, the country where they live, whether they have a tax connection with Portugal and the type of request being made.

It is also important to distinguish a fiscal representative from a legal representative. In some cases, the NIF request may be made by a legal representative or attorney-in-fact, but this does not automatically mean that this person will become the fiscal representative before Finanças.

Before paying for a service, it is worth asking:

  • Will the person or company only apply for the NIF?

  • Will they also act as fiscal representative?

  • For how long?

  • Is there an annual cost?

  • How can the representation be cancelled or changed later?

  • Who will receive communications from Finanças?

  • Will there be a power of attorney?

  • What powers will be included in that power of attorney?

Professional support can be useful, especially when there are tax questions, urgency, powers of attorney or more complex situations.

But paid support should come with clarity.

The problem is not hiring help.

The problem is signing or paying without understanding exactly what is included.

NIF for children and school life in Portugal

When we talk about school enrollment in Portugal, many families first think about available places, the school cluster, documents from the previous school, vaccination records, proof of address and the child’s adaptation.

And that makes sense.

But the child’s NIF also becomes part of school life.

For families with children, it is important to understand that the NIF is not only an “adult number”. It may be needed to organize education expenses, school records, textbooks, meals, school support and access to digital platforms.

In the official guidance for foreign nationals in Portugal, the NIF also appears in connection with healthcare and education expenses that may be included by parents in their Portuguese income tax return, known as IRS.

When immigrating with children, even a number can become part of care: a child’s NIF helps organize school, healthcare and everyday life in Portugal.

In addition, to access the vouchers for free school textbooks, the encarregado de educação must be registered at each student’s school, the NIF must be associated with the MEGA platform, and the Portal das Finanças login details must be used for the first access.

In Portugal, encarregado de educação is the term used for the person responsible for the student’s school life before the school. In many cases, this will be the mother, the father or another legal guardian.

The Portal das Matrículas also requires authentication to submit a new enrollment or renewal. Depending on the family’s situation, this may be done using Portal das Finanças login details, Chave Móvel Digital or a Cartão de Cidadão.

For this reason, for families arriving with children, the NIF should be included early in the document organization process.

This does not mean that a school will never guide a family when a document is still being issued. But it does mean that the child’s NIF and the NIF of the encarregado de educação will be needed at some point in the administrative side of school life.

It may appear in matters such as school enrollment, education expenses, textbooks, meals, digital platforms, school support and the relationship with the encarregado de educação.

For those arriving from abroad, many things seem to work under the logic of “it is expected”.

But what is expected is not always obvious.

Knowing this beforehand can help avoid anxiety and unnecessary trips later.

AIMA, NIF, NISS and the health user number: What is changing in Portugal?

In recent years, Portugal has been moving toward better integration of some identification services for foreign nationals.

However, it is important to be careful with how this information is presented.

At this point, it is not accurate to state in general terms that the NIF will automatically be assigned by AIMA when a residence permit is issued.

What officially exists is a service that allows certain foreign nationals with an address in Portugal to request, in a single process, the NIF, the NISS and the national healthcare user number for the Portuguese National Health Service.

This service is intended for foreign nationals with a Portuguese address, without a Portuguese Citizen Card, who meet at least one of the following conditions: they have applied for or already obtained a residence permit, they are nationals of a European Union country, they have applied for international protection, or they have refugee status or beneficiary of international protection status.

In practice, this shows a trend toward simplification.

But it still does not eliminate the need for planning.

Anyone preparing to move to Portugal should confirm whether they are eligible for this integrated service, where it is available, which documents are required and whether they need to handle the NIF earlier through another channel.

Portugal has been developing services to better integrate the NIF, NISS and healthcare user number, but the NIF remains an important step in organizing everyday life in the country.

What should you keep organized before applying for a NIF?

The NIF can be simple in many cases, but the process is not the same for everyone.

Before starting the request, try to identify your situation:

Are you already in Portugal or still abroad?

Do you already have a residence permit or are you still in the process?

Do you want to be treated as a tax resident or non-resident?

Are you coming from a European Union country or from a third country?

Do you have children who will also need a NIF?

Do you need a fiscal representative, or only someone to submit the request on your behalf through a power of attorney?

These questions help avoid two common mistakes: thinking that the NIF solves everything, or treating the request as if it were the same for everyone.

The NIF is important, but it is only one part of administrative life.

For an immigrant family, the most important thing is to understand what it does, when it may be needed, which documents may be requested and how it connects with other numbers and services.
